David T. Conley

Dr. David T. Conley is Professor of Educational Policy and Leadership in the College of Education, University of Oregon. He is the founder and director of the Center for Educational Policy Research (CEPR) at the University of Oregon, and founder and chief executive officer of the Educational Policy Improvement Center, a 501(c)3 not-for profit educational research organization. CEPR and EPIC conduct research on issues related to college readiness, college and high school course content analysis, high school-college alignment and transition, and large-scale diagnosis and assessment of college readiness. Dr. Conley serves on numerous technical and advisory panels, consults with educational agencies nationally and internationally, and is a frequent speaker at national and regional meetings of education professionals and policymakers.

Who We Are

Educational Policy Improvement Center (EPIC)

Dr. Conley founded EPIC in 2002 with the mission to improve educational policy and practices which will increase student success, particularly for students historically under-served by public schools. EPIC conducts a range of policy-related research studies and is distinguished by its pioneering use of state-of-the-art, criterion-based, standards-referenced methods of course and document analysis. EPIC seeks to create a climate of change that dramatically improves college and career readiness for U.S. high school students.

EPIC's main offices are located adjacent to the University of Oregon campus in the Thompson's University Center Building. EPIC offices are also located in the Riverfront Research Park in Eugene, Oregon and the Skidmore building in Portland, Oregon.

Center for Educational Policy Research (CEPR)

CEPR strives to increase the number of Oregon students that enroll and succeed in credit-bearing postsecondary courses upon high school graduation - without remediation. The center works with Oregon educators, school districts, higher education administrators, and policy makers to research current systems, develop realistic programs, and provide training to achieve this goal.
